Lake Boating Regulations
Sec. 26-2. - Boating regulations.
(a) Applicability and enforcement.
(I) The provisions of this section shall apply to the waters of Random Lake.
(2) This section shall be enforced by the designated officers of the village and the county.
(b) Intent. The intent of this section is to provide a safe environment for the enjoyment of aquatic recreation consistent with public rights and interests and the capability ofthe water resources.
(c) State boating and safety laws adopted. State boating laws as found in Wis. Stats. §§ 30.50 to 30.71 are adopted by reference.
(d) Definition. The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
Slow-no-wake means that speed at which a boat, pleasure craft or personal motorized watercraft moves as slowly as possible while still maintaining steerage control.
(e) Controlled area. No person shall operate a power or speed boat, pleasure craft or personal motorized watercraft faster than slow-no-wake in the waters of Random Lake beginning south of the swimming buoys to the south shore and from the boat landing to the east limits of the swimming area adjacent to Lakeview Park
(f) Launch fee.
(1) Power and speed boats, pleasure craft and personal motorized watercraft shall be charged a launch fee as established annually by the village board.
(2) These fees shall be collected either through daily payment or through purchase of a season launch pass from the village office. The village reserves the right to deny, regulate, or revoke any season launch pass for violation of any boating regulations set forth in this chapter or state law. If said pass is revoked, no refund of fee, paid at the time of receiving the pass, shall be made.
(g) Launching regulated. No power and speed boats, pleasure craft and personal motorized watercraft shall be launched anywhere but from the Lakeview Park launch site, except for lake shore property owners having access to the lake.
(h) Swimming regulated. Swimming is prohibited within I00 feet of the boat launching pier and the fishing pier.
(i) Direction oftravel. All persons operating power and speed boats, pleasure craft and personal motorized watercraft are required to travejl in a counter clockwise direction around the lake.
j) Speed limits at certain hours. Slow-no-wake speed limits are required between the hours of 7:00 p.m. and 10:00 a.m. or between sunset and 10:00 a.m. if sunset is before 7:00 p.m.
(k) Number of launchings regulated. No more than 12 power and speed boats, pleasure craft and personal motorized watercraft may be launched at any time from the Lakeview Park launch site. Once the limit of 12 is reached when one craft leaves the lake, one may be launched.
(l) Boating restricted at swimming areas. No person shall operate a boat of any kind within the water area which has been clearly marked by buoys or some other distinguishing device as a bathing or swimming area by the Director of Public Works. This section shall not apply in the case of an emergency or to patrol or rescue craft.
(m) Penalties. State boating penalties as found in Wis. Stats. § 30.80 are adopted by reference. (Code 1994, § 9.20; Ord. No. 6-99, § 1, 6-21-1999; Ord. No. 1-11, § 1, 3-7-2011) Sec. 26-3. - Beach Regulations.
(a) Grilling, Barbecuing Prohibited. Grilling, barbecuing or otherwise cooking food with gas, wood, charcoal or any other heating source is prohibited on the beach.
(b) Smoking and Use of Tobacco Products Prohibited. Smoking of all kind, including but not limited to, the smoking of cigarettes, electronic cigarettes, vapor cigarettes, and all other tobacco products are prohibited on the beach.
